Do single mom add onto a baby’s name?

I’ve been thinking about this now and I still don’t understand why some of my friends would say “Johanna’s mom couldn’t afford to name her” and “Dee’s mom couldn’t afford to name her, that’s why she’s just Dee”. They both have multiple names just like normal kids, so I’m assuming their dads didn’t help pay for them? How does the price of a name even work? Like does the price differ for different names?

Edit: I’m sorry guys but it’s a Jamaican thing and I didn’t mean to confuse anyone. In Jamaica babies get a birth certificate and then they don’t get their birth certificate to get their info on it until they are old enough or ready to. When they get the birth certificate then that’s when they officially pay to legally have their name. I never personally had to pay for mine and my mom never told me anything about that so this is what I was referring to. And I just realised that some kids only had a first name and last name on their birth certificate so I assume it had something to do with the price of the name. I didn’t know that’s not a thing everywhere else.
