I don't get how men are so into women who wear provocative clothing

I am a 27 year old man who has lived in many places but have never seen this sort of attitude towards women as I do in my current city. I don't understand how people can be so into women who wear clothing that basically tells them they are there to be fucked. <br><br>I remember in middle school seeing a girl in class who wore super short skirts and always got hit up by guys. It always seemed weird to me because the girls who wore the normal length skirts always got treated nicer by the guys. In high school the popular girls only wore mini skirts and crop tops. I really only started noticing it when I moved to this city. I will walk down the street and see a woman with literally nothing on. No shirt, no pants, sometimes not even hair. And there will always be a group of guys just standing there taking pictures. I guess I've just never seen anything like this before and I'm confused as to how this doesn't seem to be sexual harassment.
