Why doesn’t Canada just pay out the Incan descendants the fair value of their land?

I know there were many massacres of indigenous people, I know they were forced off their land. It is a tragedy. It is also the reason why the Canadian economy is so developed today. But rather than forcing them to live on a small reserve and giving them a handout, it makes no sense to me why they don’t just give them all the land back, plus a fair value for the land that was taken and just pay them out already.
