What is the impact of European countries waiving foreign aid this year for Ukraine relief?

I've seen several stories lately about European countries, like Germany, Spain, Italy, and the UK, waiving their foreign aid budgets this year in order to channel that money to Ukraine aid, and how they consider that waiving to be in line with UN recommendations.<br><br>The news articles do say that those countries are stuck below the 0.7% of the GNI UN target, but the wording seems to just make it sound like the waiving is in line with UN recommendations for 2023.<br><br>I mostly don't understand what UN target they are talking about, and whether waiving is recommended for this year only, or if European countries can just waive it indefinitely and be in line with UN recommendations. I'm also not sure of the UN targets for foreign aid for the European countries that have this kind of aid, and how European countries did waiving in past years.
