Why did Cortez go straight to Tenochtitlan instead of conquering the local tribes and building a military base to launch his conquest?

Its even wierder that the Aztecs let him do so, why they didnt attacked him on sight? He came with barely any armor and riders, and it even rained, for God's sake. Also, did he knew the location of all Aztec cities before arriving to Mexico?
