Why do people say “you don’t know women”?

I’ve heard this phrase used way too much lately. Most people use it as a cop out, so they don’t have to explain themselves. They know the person they’re talking to is a woman, but that’s enough. So, “you don’t know women”. This phrase should not be used this much. If you’re right, you shouldn’t need to say that.
