Why pay more money to install solar panels on your house and the electricity company charges you more for it yet the government is giving you free money for it?

Why does it take 5 years for the solar panels to pay for themselves and then they expire after being used for 10 years? I thought they were supposed to be good for 25 years, why on Earth do they need to charge you for energy usage for your own solar power?
