Is a world where technology never advanced and humans have evolved to live in harmony with the natural world a utopia?

I'm curious to hear people's thoughts. The idea of a world where technology never advanced, and humans have evolved to live in harmony with the natural world has been depicted in many of the older fantasy books, games, etc. It always seems like an ideal world, where humans and the natural world live in harmony, but I'm curious to know if it would be a utopia.

For this example I'll use a world like Lord of the Rings, but not exactly the world of Middle Earth. I want to imagine a world where humans never created weapons beyond what's necessary for protection. A world where humans and all the other creatures have evolved over the centuries to live in harmony with each other and with the natural world. Humans live in harmony with nature and the natural world is untouched. Humans have developed technology that's non destructive, and they've developed a world wide economy that is non exploitative. All the natural resources are sustainable, and the planet is healthy and thriving. People live in harmony with each other, and there are no wars, or violence of any kind. Everyone has what they need, and the world is a place of peace, harmony, and beauty.

Would this be utopia?
