How would a civilization develop and function in a world of constant earthquakes?

I’m trying to create a fantasy setting that takes place on a planet that is constantly shuddering. The earthquakes are so common they are just treated as a natural part of everyday life, but they’re so strong that buildings need to be reinforced to withstand them. I’m not sure how a civilization would adapt to this, so I’d love to hear your ideas.

I’d imagine that cities would be built to resemble those in deserts, where sandstorms are the primary concern. I think buildings would be designed with large windows so that dust and debris can be swept out of the building. The buildings would be designed with wide doorways and corridors, so that people can quickly leave a building that has been damaged.

I think roads would be designed to be easy to repair, or they’d just be abandoned until the earthquake stops. I’m not sure how bridges would function, because they’d constantly be being damaged.

I imagine people wouldn’t be able to go underground because tunnels would collapse.

How do you think people would adapt to a world like this?
