In your stories, do you allow your villains to be likable, or do you just want them to be evil?

I have an idea that I'd like to see what people in this sub think of.

I've always found it interesting that a lot of stories will have a villain, but their "evilness" is never questioned. For example, in Harry Potter, the Dursleys are portrayed as the "bad guys" who treat Harry poorly, but their evilness is never questioned. They are simply bad people who treat Harry poorly, and there is no reason given for their cruelty.

What do you think it is about villains like this? Why do we find them so interesting? Is it the evilness that draws us in? Do you think their "evilness" is ever questioned, or is it always taken for granted?
