How would you rule a country?

If you were given a country to run how would you rule it? I think I would rule with an elected council, we would be a parliamentary democracy. We would focus on social welfare and equal rights. The economy would be based on a mixed economy with public ownership of the top 100 companies by revenue. Everyone would have access to healthcare, education, housing and food. We would be a neutral nation and not get involved in conflicts unless we're attacked or are needed. What would you do if you had a country to rule?
