Why do people travel to other countries to give birth?

I have a friend who traveled to the Caribbean to give birth because she heard that medical care was better in the Caribbean than in her home country. She is from the US and the hospital she went to was staffed by US doctors and nurses. Why would she travel overseas to give birth?
