Just had a woman approach me on the beach in Jamaica and ask for money, then flashed me. How do I respond to this?

Title says it all. It was in Montego Bay and it was a little upsetting. What should I have done? I felt weird about just giving her money, especially if she was soliciting in some way. But I also didn't want to hurt her feelings.
