Why do people travel to Dubai?

I’ve never been to the Middle East but have always been curious about it. I’ve always been drawn to Dubai, but have never had a reason to go there. I’d love to go there for a vacation someday, but I want to know what makes it so great. Is it the luxury and shopping? The beaches? The food? What is it? Also, how strict is it for Western visitors?
