Is it better to be the one giving out money or receiving money in a transaction?

I’m starting a small business to give out money to people in exchange for their work. For example I would be giving out $2000 to have a house built and I would pay $2000 for a meal to be delivered. I’m trying to figure out which is better. <br><br>If you are the one receiving money you would have the money and then you would use it to buy what you need. <br><br>If you are the one paying money you would have money and then you would use it to pay someone and you would have less money. <br><br>Which is better?
