If women were like 20% of men...

I imagine a world where women are like 20% of men. I mean not just physically, but in general. Women are basically the only ones that matter in our society. The rest is basically all men. I am just wondering what that world would be like if we were reversed. I know it sounds stupid but I am just curious.
