When he created the Mongol Empire he also created the laws by which it would operate. All citizens were considered equal. The rich were taxed as the poor. All had protection under the law, all were considered equal under the law. Women had equal rights. All citizens were entitled to justice and punishment was to be carried out equally.<br><br>When he was offered the title of king he refused and stated he was not worthy of the title. He was just a simple warlord from the steppes and did not deserve such an honor. <br><br>Genghis was just as concerned with justice as he was conquest. He was not the savage portrayed in modern movies and TV. He was a wise, just, and fair leader.
