I am very conflicted about what to do with the 15 year old who pulled a gun on me.

I (24M) am very pro gun, and have been carrying a firearm with myself since I was 15. I was walking through an apartment complex about a week ago, and I saw a man trying to break into a car. So I walked over and started filming him, and called the police. He notices me and pulls out a handgun, starts pointing it in my direction. Thankfully I also kept my current firearm concealed and visible, and I tell him I have a gun. He then puts his down and tells me he doesn’t want to shoot me, before putting it in his waistband and trying to walk towards me. I told him to get on the ground and don’t move, and that the police are on the way. He slowly starts to comply, and then I hear the police coming and let them know where he was.

The police arrested him and took him into custody, but he was 15 years old. The police also called his parents, who were apologetic. He admitted that he had stolen the car and was planning to steal more, but that he wanted to be in jail. He wanted to be famous, and he wanted to be a mass shooter. He said this to the police.

So my issue is this kid clearly wanted to kill someone that day, and pull off a mass shooting. Thankfully it was not me, but it could’ve been. He clearly wanted to be a mass shooter, and has admitted it to the police. So I’m trying to figure out how to make sure that he never does this. My main issue is that the cops said they are letting him go back home to his parents, where he has easy access to another weapon, and can potentially do this again. I don’t know what I can do to help stop this from happening. Any suggestions or advice is appreciated.
