Why are there so many service workers these days?

There seems to be an overabundance of service workers everywhere. It’s not uncommon to see people standing around talking to each other while on the clock. I’ve worked retail in the past, it seems to be common for coworkers to stand around talking. I’ve been to fast food places and restaurants where the employees aren’t doing anything. I sat at a McDonald’s last night waiting for an hour to get my food, and all I saw the employees do was stand around talking.

Why is this? Is it the minimum wage? Bad management? Something else?
