Why do the people of Somalia and South Sudan have a low GDP per capita even though they have abundant natural resources?

The people of Somalia have abundant natural resources such as water, fertile land, and gold, and the people of South Sudan have resources such as petroleum and gold as well. Yet the GDP per capita of both countries is very low, about $600 and $1,270 respectively for each country. Why is that?
