(No Conspiracy Here) I got COVID last week.

5 days later, 3 days ago, I received an email from the CDC claiming to be a report that my test results came back positive. Also stating that I have COVID-19. It came with a "personalized webpage" link that was seemingly created for me (or so I thought). Now, I'm not stupid, I KNOW this is the exact kind of email phishing attacks are famous for. But, since I actually just got out of quarantine and actually did test positive for the virus... I decided to see what was in the link. After clicking the link, I got a web page that looked somewhat official. It had a bunch of random useless information on it, but the most notable thing was it said "Your COVID-19 test result for a sample collected on 1/30/2022 is positive". Which is actually true. But, the reason I am posting this here is there was a link to an "Exposure Notice". When clicked on, it asks you a few personal questions and then directs you to a page of information that supposed to be useful to me in the next few weeks. 5 days ago, I got a phone call from a person claiming to be from the local county DHHS, asking me about people I had been in contact with the past few days. I told them the few people that I remembered, and then proceeded to tell them I had already downloaded an app on my phone to help track that and she said "That's completely unnecessary". I then asked if she was going to tell me to delete the app, and she said yes. She went on to tell me that the app is basically a tracking device that lets multiple organizations know where you are at all times and that the app requests access to your calendar and contacts. She then said that the app has been used to target certain people with "extra surveillance" and that she constantly advises people not to get the app. This made me think twice about the "Exposure Notice" that my "personalized webpage" contained, So I decided to check it out. It's an app. Surprise, Surprise. An app that requests access to 10 different things, 3 of which are Location, Calendar, and Contacts; all of the same things that the lady had told me that the other app wanted access to. After scrolling through the TOS and EULA I realized that this app was basically going to be giving all my information to "partners". That's a pretty vague term and there is no list of said "partners". I got a little nervous about it at that point. Especially after the lady on the phone told me there was no need for me to use it. So I decided to look into a little bit more. I wondered how many DHHS organizations had a system like this in place and I realized it was basically every single one. China, Canada, the UK all have similar apps and digital tracking programs. The thing is, this specific app that I was directed to, is not from DHHS, it's from Apple. It's a part of a joint venture with Google and Apple to track COVID. Knowing that Google is literally a data brokering company, I was not happy that my county's health department was trying to get me to install an app that would basically be giving Apple and Google 24/7 surveillance of my life. DHHS literally tells you to download it. Knowing that there is a National COVID tracking database, it would be very easy to get access to this information if you had connections to the right people. All of this information is connected and the government is connected to all of it.

Edit: I realized I didn't really state a theory or reason this was posted here, other than this being an unusual experience and the suspiciousness surrounding everything. To put it into a more conspiracy-theory type thing:

Apple and Google are connected to the Government, They are also connected to this application which the government endorses people to use. Why did the DHHS lady tell me it wasn't necessary and that it's just a tracking device? I'm guessing she told me the truth by mistake and then tried to cover by saying she didn't want people to be frightened by the constant contact tracing alerts. This may have been a mistake as well, to keep me from questioning it.

It may be nothing, I don't even know if anyone will see this. But this is definitely suspicious and could be a big privacy invasion if people knew what was actually going on.
