CMV: The concept of a 10 year old having sex with a 13 year old isn't a "gray area" but is definitely morally wrong

I have read multiple news articles where there has been a controversy on whether a 10 year old having sex with a 13 year old is "morally wrong" or not, but I can't find any of those news articles. I just know it has been a hot topic of conversation for a while. My personal belief is that a child who is having sex at that age with someone that's 3 years older is wrong because of how immature and young they are. I think that if the 10 year old is emotionally mature and ready for a relationship with the 13 year old, it is more morally right, but I think that is a rare case.
