CMV: If a country doesn't want immigrants they should just pay a fine. The reason some countries don't want immigrants is not just "cultural", they could be motivated by a desire to maintain their welfare state and prevent the cost of immigrants from reducing the quality of their public services.

I'm seeing a lot of posts on Chambers about immigrants who come into Europe and other first world countries. Many of these immigrants come in and claim welfare benefits, and are not looking for work. Some are even getting free housing. It's not really the immigrants fault, they're just trying to survive. But the fact is, they are taking advantage of a system that is meant for the people who live there. If a country doesn't want immigrants, they should just pay a fine for every immigrant they let into their country. This would prevent immigrants from taking advantage of the country's welfare state and public services.
