Why is the Soviet Union and China still considered communist?

I have been reading a lot about these two countries and I'm confused. I hear people say these two countries were communist. Why do people say that? <br><br>I read that China had state owned businesses, but what about the fact that they also encouraged private businesses. I thought communism was no private businesses, what's up?<br><br>I also heard that China is moving away from communism and more towards capitalism, I also thought that was interesting. <br><br>The same with the Soviet Union, I know that Lenin wanted to bring down capitalism, but I also heard that he set up the state owned businesses, that he allowed private businesses to form. <br><br>I just don't get how two countries that encouraged private businesses in a way were communist. <br><br>Sorry if I might have been rambling and confusing in my wording, I'm not the best at wording my thoughts.
