Why did MODI failed to convert babri masjid into RAMMandir until MODI 2.0?

Modi said that he will convert AYODHYA babri masjid into ram mandir. He had full majority government and huge mandate, why did he failed to do it? MODI had a MODI 2.0 still failed? Why did he failed to convert it even when he had full majority government and full support of RSS?<br><br>Is the hindus of India useless? Is RSS fake? Why did RSS failed to convert it even after getting MODI MODI 2.0 ?
