My wife likes to explore cities on foot. Where should we go in South America? I specifically don't want to be in Argentina/Chile/Colombia/Peru

A trip to South America is in the cards, and my wife's idea of "travel" is to wander around cities on foot, either to people-watch, street food, or to find craft breweries. So walking through the jungle in Costa Rica isn't going to work. My wife also isn't all that interested in history or museums (and I love them!), and we're both very outdoors-focused, but the only thing she really likes about the outdoors is swimming. So what does everyone think? Our first instinct is Uruguay, so we have a beach and a city.
