"Unpopular" food delivery app

Just like it says in the title. After I realized that I payed 7€ of delivery fee for a 10€ meal with ~2€ of a tip, I thought that this is getting too much. We all know, that majority of the people pay more for a delivery food than a restaurant food just because of the convenience. This app should work around this. So here is a list of big pros and some big cons:

Pros:
- All restaurants are included in the app (even big fast food chains)
- Instead of a delivery fee, the app takes commission from the restaurants (could be a percent of the order price) - in that way all restaurants are treated equally (even big companies)
- The delivery fee is always 1$ - this is payed to the person doing the delivery (thats their motivation)
- The tip is always optional and is always 0 by default
- The percentage of commission that the app takes will be based on the delivery volume (the higher the delivery volume will be, the lower the commission from the restaurants)
- The minimum amount of commission will always be 2% (so 2% to the app, 1€ to the delivery guy, 0€ tip)
- The maximum commission will be 5% (so if the app reaches a really big delivery volume, it will be 5% to the app, 1€ to the delivery guy, then you can decide how big of a tip you want to give)
- The person doing the delivery can always choose if they want to do the delivery or not
- The person doing the delivery is always rewarded by the app if the restaurant which the food comes from is further away from the customer (the reward works like this - a multiplier based on the distance)
- The app also shows you the calorie intake of the meal - this could even be expanded by an AI which suggests you healthier meals based on your previous orders and your preferences (all of the information from the app will be shared with the user and will be possible to be deleted in case of abandonment of the app)
- The app always shows if the restaurant is open with real time data - if it can be connected with google maps or similar, it always shows the waiting time at the restaurant as well
- In case of a referral, the app gives 15€ to the referrer and 15€ to the referral if the referral orders at least 3 times with a minimum value of 5€. This 15€ discount is applied on their next order above 5€.

Cons:
- There will need to be quite a lot of investment to make this a reality - so it wont be a free app I guess, maybe a one time payment to use the app forever? Licence for a year?
- I dont know if this whole commission thing has any laws against it - you would need to research this and maybe consult with a lawyer
- You would need some kind of mechanism to prevent restaurants from giving discounts to customers ordering outside of the app (which would effect the apps commission)
- It could also be a problem if big fast food chains order large quantities of food by themselves and then sell it under their own brand name - you would need to research this as well and consult with a lawyer

Edit: I dont know why this blew up. I dont have anything against you guys, it was just an idea. It looks like it wont work anyway because of the legal stuff and other reasons that you've pointed out. I appreciate your honesty, thank you.
