Was there any efforts by the United States to give a voice to its people during the Versailles treaty?

One of the main points of the Versailles Treaty was to give a voice to smaller countries that couldn't speak for themselves. But looking back in retrospect, it seems like all these voices were represented by one person, the respective leader of the country. <br><br>Did smaller countries have any say in what a voice, and did their own people have a voice in the matter?
