What is stopping the United States from being similar to European countries?

European countries have less crime and more free services like healthcare and college. Some countries like Finland even give their citizens a monthly stipend of a few hundred euros. I understand that some European countries have higher taxes to pay for those free services but I don't think that's the main reason why their countries don't have a lot of crime and violence.
