I would rather have 100 kids that don't speak English than have 20 kids who refuse to do the work.

I've been teaching for 6 years and we're seeing more and more kids that are refusing to do work. Mom and dad are enabling them. I would rather have 100 kids that don't speak a word of English, I will give them extra help, I will take extra time. How do teachers deal with kids that refuse to do classwork, homework, and any additional help. How do you deal with parents that condone this behavior? I would rather have kids that are curious, eager to learn, supportive, etc. than kids that refuse to do work.
