CMV: The United States is currently in a process of transformation from one system of government to another. The current system of government is defined by the constitution, which with few exceptions has defined the American system of government since the 18th century. That system of government is at an impasse; competing parties have become increasingly intransigent and unwilling to compromise on any issue whatsoever. This has lead to a situation where governing the nation is becoming increasingly difficult. While one party may control the White House and both branches of Congress, the minority party has the ability to block most non-trivial legislation, making it impossible to achieve any political objective at all. <br><br>To resolve this standoff, the majority party will do whatever it must to free itself from the gridlock caused by the minority party. This might take the form of institutional reforms to limit the ability of the minority party to block legislation, or simply doing the most it can with the executive powers granted to the President. The minority party will react to these reforms by becoming increasingly radicalized and resistant, and the majority party will follow with increasingly severe measures to consolidate their power.<br><br>It becomes how long this process of mutual escalation will continue before the United States transitions into a new system of government. The key dynamic in this process is technological progress, specifically improvements in automation and artificial intelligence. These technologies are going to create social change on a scale that cannot be managed within the current system of government. There will be an ever increasing number of people who become superfluous to the productive economy, and there will be growing unrest as these people find themselves without access to resources. This will force the majority party to increasingly rely on the state to regulate people's access to resources, and with the aid of surveillance and artificial intelligence, it will be able to do so in an ever more granular and intrusive manner. <br><br>This process will be the trigger that causes the United States to transition into a new system of government. The majority party will become increasingly tyrannical as they try to manage an increasingly restive population and resist the growing threat of radicalization and insurgency. The process of state-formation is always defined by war and struggle, and the creation of a new system of government in the United States will be no different. The process will be slower than most historical examples; the protracted nature of the struggle necessary to consolidate power in an immense nation with a heavily armed population and growing unrest will mean that the process will take decades, if not centuries. It will be a gradual process, with each side trading temporary victories and defeats, but ultimately the majority party will use superior surveillance, intelligence, and technological capacity to ultimately consolidate power and define a new system of government.
