Why do governments allow wealth to be "hoarded" when it could be spent on consumer goods?

It seems irrational that a portion of the wealth will be just stored in banks, and not used on producing goods. Why do governments not "encourage" the wealthy to "circulate" their wealth thru consumer goods and financial instruments?
