How is it possible that in the 20th century democratic countries in Europe, such as Norway, were more democratic than the USA? And vice versa?

I've read that in Norway, the law overruled the constitution. Even if the laws were unconstitutional, the constitution was changed with a simple majority, and the laws were legal until the constitution was changed.<br><br><br><br>And in the USA democratic presidents such as Biden and Obama were elected president without receiving the most votes.
