How would Sparta not lose the Peloponnese war?

The title basically says it all. What decisions would Sparta (or other Greek city states) have to make in order for Sparta to not lose the war?<br><br>The same things that lead to the downfall in OTL, like lack of Sparta hoplites, the huge losses of able men in Syracuse, lack of an effective navy, the fact that Sparta never really won a pitched battle against Athens, the fact that the Persian Empire never really committed to the war and many others things.<br><br>So, how would Sparta not lose the war with these handicaps? What decisions should they have made?
