Why isn't anyone talking about Plan C?

So, there's Plan A focusing on the speculative AGI (and AI in general) and the ethics needed, Plan B focusing on<br>hard-takeoff AGI's that poses existential risk, but why isn't anyone talking about Plan C that focuses on the AGI taking over the world? I'm sure Plan C exists, but there's little talk about it, and Plan C should be a priority, since we can't get into Plan C without Plan B.
