If you gave a pill to someone who has never went through puberty that was equivalent to 17 years of being alive, they would not know what to do with their body.

I bet you have never stopped to think about the scale of the change that occurs over the course of 17 years, from 0 to 17, and how that change would effect somebody if it happened in a matter of minutes. To be completely re-flown in the body of your 71 year old self would be a mind-boggling experience for sure, but at least you would have some framework to understand why your body is the way it is.

Imagine being born as a peaceful moose, raised in the wild as a moose, having never seen or heard a human, and then one day being given a pill that instantly makes you 17. Not only is your body completely changed, but you now have to figure out how to live in an unfamiliar forest with a body that is completely il-equipped to escape predators or find food quickly. You would be completely lost and have to spend a long time figuring things out. Now, imagine that your 71 year old body is like that unfamiliar forest, and the pills that you took as a teenager to "regulate your hormones," but on a much much grand scale. Your body would be completely strange to you, and you would have to spend your whole life just trying to figure it out. This is a tragedy. Moreover, it is much worse than the moose tragedy, because the moose gets to at least live in the wilderness. Givers of teenage pills have to live in open society, and have to find ways to fight intense biological urges in every sort of social setting.
