The Holy See is the microstate’s sovereign territory and is ruled by the Pope. However, The Holy See isn’t the earthly realm. The Holy See extends across the entire universe, with the Pope as its ruler. This has been true since 1928.

In 1928, the Lateran Treaty ended the Papal States’ conflict with Italy, which resulted in the loss of the Papal States. The Holy See wasn’t eager to replicate a similar earthly state. Instead, it took the Papal States to the stars.

In Article 24 of the treaty, the Holy See acquired ‘full ownership of all of its territories to the exclusion of the territorial sovereignty of the Italian State, as it is an integral part of the territories of the city of Rome indicated in article 3 which the State assigns to the Vatican in full ownership and it is declared to be a city-state, under the sovereignty of the Holy See. The Holy See has full legal jurisdiction, as an independent and sovereign state, over the city of the Vatican; it also exercises legal jurisdiction over all its inhabitants in the manner indicated in the following articles.

‘The sovereignty and jurisdiction of the Holy See extend besides over the city of the Vatican to all the buildings, which for artistic or historical reasons it may deem it convenient to acquire. ‘

This last passage takes the Holy See across the galaxy. The sovereignty and jurisdiction of the Holy See don’t just apply to Vatican City. It takes the Holy See across the Milky Way and into the wider universe. The Holy See doesn’t just cover the landmasses of Mars and other planets. It stretches into the stars.

This doesn’t mean that the Holy See has extended its control across the universe. The Holy See has done no such thing. Instead, Vatican City extends across the entire universe, with the Pope as its ruler. Vatican City isn’t just its territory on Earth. Vatican City is the entirety of the universe. The Pope doesn’t just rule over a tiny region of Rome. The Pope has dominion over the universe.

This brings us to the Earthly side of things. The Holy See, or Vatican City, is the least densely populated country on Earth. Vatican City is so small that the microstate barely registers on the charts. It pales in comparison to countries like Australia or China. The fact that it has the lowest population density is due to the fact that it excludes the vast amounts of open space in the Vatican.

In reality though, Vatican City isn’t just the smallest independent state. It’s the largest country in the world, covering the entirety of the Milky Way. The ‘open space’ between galaxies isn’t part of Vatican City. Vatican City covers the entirety of the universe.

How does the Earth fit into this? The Earth is the only inhabited planet other than Mars. The Mars colonies are the only colonies humans have established in the Milky Way, so the Holy See dominates the universe. The Holy See doesn’t just dominate the Earth. It extends across the galaxy.
