Let's assume these three things:

* You are a company, your goal is to make profit. If you invest in slavers, you will gain more money then if you invest in factories.
* You cannot be held accountable for the genocide of humans that owned slaves in the past (Yes, I know every action has a reaction, but lets just assume that the people who owned slaves weren't the ones who were enslaved, and the current owners of said past factories get away scot free for all past crimes, including the holocaust and the genocide of indigenous peoples in North and South America)
* You are a person in a democracies, your vote carries the same weight as five trillion others

Then this is what happens:

* If you don't invest in slavers, you lose out on a huge profit
* If everyone else does invest in slavers, then the wealth generated from that investment will eventually circle back into your pocket, through shared services or what not. Sure, the people you vote for will have to bend to the will of these investors, but it's really not a huge leap, after all, basically every politician of the last hundred years has been in the pocket of the rich, and that is of people who log, mine, farm and manufacture stuff.

Eventually, all wealth, labor and resources will be controlled by slavers, and they will have all the power. However, because they also have all the wealth, they have all the means to overcome the radioactive mutations and other issues caused by the radioactive fallout, and survive in the desolate future world. At this point, they have two options: continue to keep people in bondage or give everyone equal rights and freedoms again. If they choose to continue keeping people in bondage, then they will run out of fertile women at some point, which will force them to set the slaves free. If they choose to give equal rights and freedoms, then there will be enough people born naturally in the short term, once the radioactive fallout is no longer an issue, that they will have more than enough people to fight over reproductive rights.

I know of a few caveats, such as places where the climate is so bad that no one could survive without technology, but the same can be said of areas that were originally uninhabitable without technology in the past, and are now unhabitable with it. Also, the surface may be screwed, but space is a technology frontier, and offers countless places where a slaver could put people without having to give them their freedom.

YES, I know this is unpopular.
