There are 40 countries that every American can enter without a passport, visa, or even showing ID. Why do people claim they need a passport to leave the country?

This is probably the most common thing I run into and I don't get why it's so prevalent. 40 states plus DC are considered international territory because they are not part of the continental United States. Meaning you don't need a passport, visa, or even ID to enter.<br><br>What do you think is the cause for the confusion?
