Only 1% of the world's population gets magic. How do we police it?

Okay, you have an infinite number of monkeys and typewriters. One percent of the monkeys have superhuman abilities, with magic ranging widely in effectiveness, specificity, quirks, and uses. Some are useful. Some are powerful. Some are dangerous. Some are bizarre. Some you wouldn't even call magic.<br><br>How do we police this one percent, especially when the majority of them are completely untrained and lack a support system?<br><br>Don't worry too much abut the source, nature, or specifics of the magic. Just assume that magic exists, works for only 1%, and is usually manifested during puberty.<br><br><br>Note: I did ask this on an ask police subreddit, but got very little feedback (Only 2 responses in fact).
