If a police chief is a civilian (not a police officer), it should be an entry level job that requires no experience, like a police officer.

If a civilian is qualified to be a police chief, they should be qualified for the requirements of a police officer. They should not need police experience to be the chief, just like they don't need police experience to be the police chief. <br><br>This isn't to say the police chief should be an idiot off the street, but it should require little more than a police officers job... very little experience, just as they require very little experience to be a police chief.
