Why do everywhere I go in the city I see disabled people?

I love this county and I’d like to see people prosper but not getting much love. I see so everywhere I go. It seems like a lot of people are handicapped. I feel bad for those people and want the best for them but I feel like there has to be lot of scared people in the county and city.
