Why is it a good idea that the US would open their doors for all their former subjects [AZ, ARM, GE]?

After the second Russian invasion in Ukraine, the US offered to open their doors to anyone who wishes to emigrate. Why isn't that the case for every other country that had been occupied by the US, for example Iraq?
