AITA for refusing to let my daughter get surgery?

My daughter used to be a girl, we thought, but she came out as trans to us a year ago at 11, saying she was really a boy. It’s been a year now, and we’ve been respectful about his pronouns and I’ve admitted I made a mistake by calling him a girl since he said so, and we let him cut his hair short. But he wants to have top surgery and we said no, he’s too young. He wants testosterone shots, we said no. He is angry that we aren’t letting him do these things, but we think he’s too young and have told him to wait til he’s 18 for any of that, and we’ll consider it then. He’s upset but he is respectful about it. I feel like I’m in a lose-lose situation and his needs are important, but so is waiting.
