Was Josh's apology on The Bachelorette sincere?

Like, it was obvious to me he didn't mean it and was sorry he got caught. And then when he was talking to Rachel he kept saying that his past was his past and he didn't want it around and then how he never said sorry to the people he bullied. Like he's also sorry he got caught and dragged into the limelight in a negative way. He barely said he was sorry and never actually apologized to the people he actually bullied.
