Is this too afraid to ask?

I live in an apartment building. The building has laundry facilities. My apartment is directly under the laundry facilities. I’ve noticed the laundry facilities are out of order a lot, and I think I know why. I’m scared to say anything to anyone about it because the laundry facilities are managed by another resident. The reason I believe they are out of order a lot is because the people who use it are too loud.
