What is the point of making anime based in Japan if you are going to give the characters blonde hair and blue eyes?

The only reason I can think of is that it's intended for a foreign market but if that was the case they shouldn't have characters act like they were in Japan, have Japanese culture and say Japanese phrases.<br><br>Besides there are tons of Japanese people with light hair do we really need to have anime characters be blonde?
