Is my son actually being bullied?

My 11yo son has a rare genetic disorder that causes him a lot of chronic pain and stomach problems. He can't be put to sleep at night unless he has his mom, dad, or grandma with him and he needs to be walked around to keep him calm and pain-free.<br><br>He's also very fragile and can't be lifted (so you can't just put him on a bed or something). He also has very low muscle mass due to the disorder, so he can't sit properly without being supported.<br><br>Because of this, we can't put him in school, so he has home schooling.<br><br>We live in a city with lots of other people, and my son has a lot of friends that he sees on a daily basis when we take him to the park. He's never had any problems with anyone until recently, and now a lot of parents complain about my son "causing a scene" at the park.<br><br>The problem is that I have to take my son to the park in a wheelchair, because he can't sit in his stroller, and I have to walk with him around so he can be comfortable.<br><br>So I started noticing that the other parents were staring at my son a lot, and I asked them if there was anything wrong. One of the mom's said that my son is "causing a scene" and it's disturbing other kids from playing properly.<br><br>I asked them to please give us some space, and I'll make sure that my son doesn't make any noise while we're there. They just kept saying that my son is being a "scene stealer".<br><br>I've seen other kids staring at him and some of the boys would even point at him, but I ignored that.<br><br>One of the parents asked me why my son can't just sit in his stroller or stay in the car, and I explained to him that it would make my son cry for hours, and cause him so much pain.<br><br>She then said that I'm just "making up problems so I can take him to the park more often", but I just told her that we can't even leave the house if we didn't bring him to the park in the wheelchair.<br><br>Some parents even started a petition for us to stop bringing my son to the park altogether.<br><br>I've talked to the police and they told me that there's nothing they can do, because there's no actual violence happening, so there's no actual bullying.<br><br>What do you think? Is my son being bullied?
