Smart home app that thinks for itself

The concept is to have a smart home app that thinks for itself, so as that it runs your smart home to lower the energy bill. For example, if it's cloudy outside and it knows that you're not at home, it'll automatically turn off every light. Or if it's nighttime, it'll close the blinds automatically to lower the heating bill. Another thing it could do is to light your path so as that you can easily navigate around your house at night.
