Why is the US economy so decentralized?

I don't think there are many other countries where government services (like police, ambulance, fire) are administered at the local level. It seems like all countries, especially federal ones, have these services be a state-wide or nationwide thing. Germany, which is also a federal country, has state- wide ambulance and police. What happened in the US?
